Note:

In 1822, Miguel Ramos Arizpe returned to Mexico after several years in prison in Spain. He had been the Deputy of the Internal Provinces to the Spanish Cortes of 1812, but after some problems with Fernando VII, then king of Spain, he was incarcerated in that country. Once he was freed in 1821, he returned to Mexico. Ramos Arizpe arrived to Mexico in a moment of political effervescence, when the Mexican provinces had to choose representatives to the new National Congress. The authorities of Coahuila appointed Ramos Arizpe as their Deputy to the Mexican Congress because of his reputation and defense of his province during the last Spanish Cortes.
